Our team commits to fair, thorough reviews because we know that when donors feel safe, more animals get the help they deserve. We stand by our verification process as we work towards our goal of saving lives through honesty and teamwork.

The Cardinal+ Verification System is a collaborative effort by our volunteer moderation team and our applicants. We conduct rigorous, case-by-case data reviews to protect our community from fraud while providing legitimate rescuers with a safe platform to find support. This report shares how we’re continuing to invest in keeping our community safe, transparent, and honest.

Our Enforcement Philosophy & Boundaries

To maintain the integrity of our platform, we enforce strict guidelines regarding documentation authenticity and financial transparency. When applications fail to meet these standards, we take appropriate administrative action—including issuing preliminary denials, revoking verified status, or enacting community bans and terminations.

In alignment with our Privacy Policy, all data evaluated during this process is treated with strict confidentiality. While macro-level enforcement trends and the general public status of an application are shared transparently to protect the community, specific internal notes, private correspondence, and sensitive documentation are never disclosed to third parties unless legally compelled.

Applicant Rights & Data Protection

The verification process requires the submission of sensitive medical and financial data. In accordance with our Privacy Policy, /r/AnimalRescue guarantees all applicants the following structural rights throughout the lifecycle of their application:

• The Right to Absolute Confidentiality: While macro-level enforcement trends and the public status of a queue entry are displayed transparently on our public Cardinal+ tracker, your personal identifying information, private ModMail correspondence, and raw documentation are strictly confidential. Internal review notes are never disclosed to third parties.
• The Right to a Fair Administrative Process: Every case is treated as an isolated event evaluated purely on its individual metrics, free from administrative precedent or bias. If an application faces an adverse decision, the applicant maintains the right to access our tiered Appeals Process to present new material evidence or challenge a factual error.
• The Right to Non-Discrimination: All reviews are administered equitably without regard to race, national origin, religion, gender, age, citizenship, or immigration status. If an applicant believes their civil rights were violated during a review, they retain the right to file a formal administrative complaint via our Grievance Process.

Data Security & Deletion Limitations (Regulatory Notice) All submitted application data is securely retained within our restricted administrative panel. Because our system must maintain an unalterable, permanent record to detect cross-platform scams and fulfill legal obligations, we do not delete submitted verification records under any circumstances. This policy serves as an essential security override under CCPA/CPRA fraud prevention exceptions and GDPR Article 17(3) legal defense protocols.
